Intimate Rivals: Japanese Domestic Politics and a Rising China

Wednesday, March 4, 6.30–7.45 p.m.

No country feels China’s rise more deeply than Japan. Through intricate case studies of visits by politicians to the Yasukuni Shrine, conflicts at the East China Sea boundary, concerns about food safety, and strategies of island defense, CFR Senior Fellow Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. For many, China’s rise means Japan’s decline, and Smith suggests how Japan can maintain its regional and global clout as confidence in its postwar diplomatic and security approach decreases.

BAD COMPANY - Warships for Hire: Piracy and the Return of Mercenary Navies

BAD COMPANY - Warships for Hire: Piracy and the Return of Mercenary Navies

Crime pays, and criminals are actors on the world stage whose powerful (if often hidden) role in the modern world has yet to be fully understood. Criminals run globe-spanning businesses that supply narcotics, trafficked people, and illegal services. They arm insurgents and destabilize governments. They bypass national and international regulations on everything from financial transactions to environmental standards. Mark Galeotti, CGA clinical professor and an expert on transnational and organized crime, hosts a series of conversations with scholars and security analysts that illuminate the workings of the global underworld: what it does, how it does it, and what this means for us all.

Bad Company: Conversations about the New Global Underworld with Mark Galeotti
Warships for Hire: Piracy and the Return of Mercenary Navies

Thursday, March 5, 6.30–7.45 p.m.

Since the Somali piracy epidemic exploded into global headlines in 2008, there has been a sharp rise in the privatization of maritime security. Thanks in large part to the introduction of armed private security forces to the waters off the Horn of Africa, piracy has been largely brought under control off Somalia, but now new pirate threats menace the waters off West Africa and in the Strait of Malacca. What does the rise of the private navy tell us about the world, and how can they be regulated? As market forces drive the rapid evolution of private security at sea, regulators and policymakers ashore race to catch up. John-Clark Levin is the coauthor of the book Private Anti-Piracy Navies: How Warships for Hire are Changing Maritime Security, a ground-breaking study of the way the mercenary navy-for-hire has re-emerged in the modern world.
