Mega-Dams, Oil, and 'Terrorists': Blowback from U.S. Geopolitics in the Horn of Africa

Faced with intensifying geographic confinement and overgrazing of lands they have inhabited for centuries, pastoral groups in the Sudan-Ethiopia-Kenya trans-border region have increasingly turned to alternative survival strategies - namely, recession (flood) cultivation, along with fishing in the Omo River and throughout Kenya's Lake Turkana. Already partially constructed but not yet fully funded, The Gibe III hydrodam would radically reduce the Omo River's flow and the waters of Lake Turkana, thus destroying all subsistence activities within the region. Join us for a discussion of these critical issues and the potential for a full-scale collapse of indigenous economies and massive scale starvation throughout the trans-border area.

Michael Kimmelman, Chief Architecture Critic, The New York Times

Michael Kimmelman has been the chief architecture critic for The New York Times since July 2011, and has written on issues of public housing, public space, community development, and social responsibility. He was the paper’s longtime chief art critic and, in 2007, created the Abroad column, covering culture, political and social affairs across Europe and elsewhere. From Fall 2007 to Summer 2011, he was based in Berlin covering, among other subjects, the crackdown on cultural freedom in Vladimir Putin’s Russia, life in Gaza under Hamas, Négritude in France, Czech humor in the context of political protest, and Holocaust education for a new generation of Germans. A finalist for The Pulitzer Prize in 2000, he also contributes regularly to The New York Review of Books.

In the Prior Learning Assessment Information Sessions, attendees learn the four ways that McGhee students may earn credit for their prior college-level learning. Topics covered will include foreign language proficiency, standardized testing (CLEP/Excelsior College/Advanced Placement exams), transfer credits, and credits earned through the portfolio process in McGhee's Seminar in Experiential Learning (attending this information session is a prerequisite for entering the seminar). The main focus of the assessment will be the prior college-level learning that adults have earned before returning to or starting college. Students will also be given the opportunity to ask questions related to individual academic circumstances.

The session will be held at 7. East 12th Street (between University Place and Fifth Avenue) in conference room 322.

Accountability to Beneficiaries of Humanitarian Aid: What is It and How Can It Be Measured?

People affected by conflict and disaster have little to no voice in the relief process. Recently, there has been a call for increased accountability to beneficiaries of humanitarian aid.  This effort reflects a rights-based approach to humanitarian relief, wherein affected communities participate in the relief process and have a fundamental right to aid that sustains a basic level of human dignity. There are currently few established quantitative methods to measure accountability toward the beneficiaries of aid. Foran will discuss indicators that could be used to evaluate and characterize accountability across diverse environments and circumstances, and increase the effectiveness of aid, thereby improving and saving lives.

H.E Ms. Houda Ezra Nonoo, Ambassador of the Kingdom of Bahrain to the Unites States

On July 3, 2008, Ms. Houda Ezra Ebrahim Nonoo was appointed Ambassador of the Kingdom of Bahrain to the United States by His Majesty the King of Bahrain, Shaikh Hamad Bin Isa Al-Khalifa. On July 25, 2008, Ambassador Nonoo presented her credentials to The Honorable John D. Negroponte, United States Deputy Secretary of State. On July 28, 2008, Ambassador Nonoo presented her credentials to The Honorable George W. Bush, President of the United States. H.E is also Ambassador of the Kingdom of Bahrain to Canada and Brazil (non-resident), she presented her credentials to the Honorable Michaelle Jean Governor General of Canada on June 29th, 2009 in Ottawa, and to H.E. President Luiz Inacio Lula da Silva on May 5th, 2010 in Brazil.

Born in Bahrain on September 7, 1964, Ambassador Nonoo received her MBA in Business Administration from the International University of Europe in Watford, UK, in addition to a Bachelor of Arts Degree in Accounting from the City of London University. 

Her career has included positions as the Financial Director of both Gourmet and Jetflair International in the United Kingdom. Since 1993 she has served as the Managing Director of Gulf Computer Services in the Kingdom of Bahrain. 

In 2006, Ambassador Nonoo was appointed by His Majesty the King, Shaikh Hamad Bin Isa Al-Khalifa to the Shura Council; serving on the Committee for Finance and Economic Affairs. Ambassador Nonoo is one of the founding members of Bahrain Human Rights Watch Society (BHRWS) established in November, 2004 and elected General Secretary in September, 2005. On October 10th 2008 Ambassador Nonoo was officially welcomed as an honorary member of the Board of Directors of the U.S.-Bahrain Business Council. 

With her involvement in the organizations of various campaigns, Ambassador Nonoo has worked to improve working conditions in factories, raise awareness of the rights of women and children, campaigned for family and domestic law, and raised awareness of the plight of domestic workers.

The Politics of Truth, Justice, and Reconciliation: A Comparative Study on Argentina, Chile, Peru, and Uruguay

One of the features of post-internal conflict societies in Latin America in the last three decades has been the attempt by various domestic and international institutions to address issues of gross human rights violations that took place in the context of severe government repression.  Using empirical evidence, this presentation will offer an analysis of the relative progress and persistent challenges in the quest for internal political reconciliation in Argentina, Chile, Peru, and Uruguay, by assessing relevant areas such as the existence of a shared history; the efforts to find truth and justice; and the government’s reparations programs.

Crime pays, and criminals are actors on the world stage whose powerful (if often hidden) role in the modern world has fully yet to be understood. Criminals run globe-spanning businesses that supply narcotics, trafficked people, and illegal services. They arm insurgents and destabilize governments. They bypass national and international regulations on everything from financial transactions to environmental standards. Professor Mark Galeotti, CGA academic chair and an expert on transnational and organized crime, hosts a series of conversations with scholars and security analysts that illuminate the workings of the global underworld: what it does, how it does it, and what this means for us all.

A Deadly Nexus: Crime, Corruption, and Conflict in Afghanistan

Colin Clarke, Project Associate, RAND Corporation 

Afghanistan is now the longest running war in American history. Following 10 years of American military intervention in the country, it still ranks among the poorest and weakest states in the world. At the core of this instability is a nexus of crime, corruption, and conflict that intersect to undermine the legitimacy of the government while at the same time emboldens the insurgents who seek to overthrow it. Clarke, an alumnus of the CGA’s Masters program, is a project associate for the RAND Corporation who spent time embedded with Coalition forces in Afghanistan. He is currently writing his dissertation on the importance of resources and leadership in insurgency at the University of Pittsburgh’s Graduate School of Public and International Affairs (GSPIA).

Alon Ben-Meir, professor of international relations, journalist, and author, hosts leaders from around the world in conversations that probe critical global issues and explore the policies designed to address them.

Ambassador Namık Tan was appointed Ambassador of Turkey to the United States in February 2010. Prior to this appointment, Ambassador Tan was Deputy Undersecretary of the Ministry of Foreign Affairs, responsible for bilateral political affairs and public diplomacy. 

He was previously Ambassador of Turkey to Israel from 2007 to 2009.

Ambassador Tan joined the Turkish Ministry of Foreign Affairs in 1982. After working in the Department of Maritime Affairs, he was posted to Moscow as Second Secretary from 1984 to 1987. He then spent two years as First Secretary in Abu Dhabi.

After returning to Turkey, Mr. Tan served as the Deputy Chief of Cabinet to the Turkish President until 1991.

He was later assigned to the Turkish Embassy in Washington, where he served as Counselor from 1991 to 1995 and First Counselor from 1997 to 2001. Between these assignments, Mr. Tan served as Chief of Cabinet to the Turkish Foreign Minister.

Upon his return to Turkey in 2001, he first served as Head of the Department for the Americas, and was subsequently named Head of the Information Department in 2002. He went on to serve as the spokesman for the Ministry of Foreign Affairs from 2004 to 2007. 

Born in 1956, Ambassador Tan holds a law degree from Ankara University. Ambassador and Mrs. Fügen Tan have two children.

David E. Sanger, Chief Washington Correspondent, The New York Times

In David E. Sanger’s 25-year career at The Times, he has reported from New York, Tokyo, and Washington, covering a variety of issues surrounding foreign policy, globalization, nuclear proliferation, and Asian affairs. Twice he has been a member of Times reporting teams that won The Pulitzer Prize, first for an article exploring the causes of the space shuttle Challenger disaster, and then for an article about the Clinton administration’s struggles to control exports to China. He was correspondent and then bureau chief in Tokyo for six years. He was named a senior writer in March 1999, and White House correspondent later that year. He was named Chief Washington Correspondent in October 2006.

The Fourth Annual Sideris Symposium highlights the achievements of Paul McGhee Division students who have excelled in their fields and have received scholarships, awards, or honors as a result. These students and their presentations will be announced later in the semester.

The event is named in honor of Dr. George Sideris, one of McGhee’s most outstanding and dedicated professors, who through his own personal initiative organized seminars for students to present their work during the 1990’s and the early 2000’s. Dr. Sideris taught at McGhee from 1980 until his passing in 2007.

Can a world with exponential population growth and an insatiable demand for water be sustainable? The water crisis consumes more lives yearly than all the wars and AIDS-related deaths combined, yet it isn’t well-publicized. With water scarcity starting to affect the developed world as well as its continued disproportionate impact on developing countries, how do we, as a global community, address this challenge for our collective future?

The Melody for Dialogue Among Civilizations Association, in conjunction with the Center for Global Affairs, will spend a day examining the implications of this under-reported crisis as part of its global series of conferences. Join keynote speakers Forest Whitaker and Alexandra Cousteau for a series of panels and debates featuring academics, members of the private sector, government, the UN system and civil society to not only discuss the crisis, but also explore what can be done about it.

6:30 PM - 8:00 PM Special Event: Pakistan: A Scenarios Update
In April 2011, CGA clinical professor Michael Oppenheimer facilitated a Scenarios Initiative workshop focused on alternate futures for Pakistan, and for U.S.-Pakistan relations. The workshop brought together 15 Pakistan experts from Asia, Europe, and America. The project is funded by a grant from the Carnegie Corporation, and previous workshops have focused on China, Russia, Turkey, and Ukraine.

Join Michael Oppenheimer and past Scenarios participants for an insightful roundup of the results of the Pakistan project, discussing three alternate futures for Pakistan in 2020.

David Rothkoph - Power, Inc.: The Epic Rivalry Between Big Business and Government - and the Reckoning that Lies Ahead

Power, Inc. examines how we have reached a point where thousands of companies have greater power than all but a handful of states. David Rothkopf traces the jockeying for influence right up to today’s financial crises and resulting battles over the proper role of government and markets. He argues that these recent developments, coupled with the rise of powers like China and India, may not lead to the triumph of American capitalism that was celebrated just a few years ago. Instead, he considers an unexpected scenario, a contest among competing capitalisms offering different visions for how the world should work, a global ideological struggle in which European and Asian models may have advantages.

Diploma Program in Paralegal Studies
This program trains individuals entering the paralegal field in legal concepts and vocabulary, as well as in the practical aspects of working in the legal profession.  The program combines a strong foundation in legal concepts with practical, technical training in specialized areas.  Graduates of the program are qualified to be legal assistants in organizations where knowledge of law is required.  Paralegals must work under the supervision of an attorney and are able to perform all functions of a lawyer except giving legal advice, establishing client relationships, setting legal fees, and presenting a case in court. 
 
The Diploma Program in Paralegal Studies is approved by the American Bar Association.

Topics covered will include foreign language proficiency, standardized testing (CLEP/Excelsior College/Advanced Placement exams), transfer credits, and credits earned through the portfolio process in McGhee's Seminar in Experiential Learning (attending this information session is a prerequisite for entering the seminar). The main focus of the assessment will be the prior college-level learning that adults have earned before returning to or starting college. Students will also be given the opportunity to ask questions related to individual academic circumstances.

Avoiding sound bites and the clichés of studio-bound pundits, Haberman’s more leisurely approach consistently yields thoughtful conversation and insightful observations from many corners of the world.

Celia Dugger, Deputy Science Editor, The New York Times

Celia W. Dugger became deputy science editor in September 2011. Previously, she was co-bureau chief in Johannesburg for The Times. She joined The Times as a metro reporter in March 1991 and served as co-chief of the New Delhi bureau from 1998 to 2002. From 2002 to 2003, she was an Edward R. Murrow Fellow at the Council on Foreign Relations. From 2003 to 2008, Dugger served as a foreign correspondent covering global poverty. Dugger was the co-recipient of the 2009 George Polk Award for Foreign Reporting for coverage of the violence in Zimbabwe surrounding the disputed re-election of the authoritarian president. In addition, she was the co-recipient of an Overseas Press Club Award and she won the Robert F. Kennedy Journalism Award for international reporting in 2005.
